City Council Opens Inquiry Into Prediction-Market Advertising Across the Subway System

The City Council announced Sunday a formal inquiry into how prediction-market platforms advertise across the city's transit system, following weeks of complaints about event-contract ads plastered across subway cars and station dominations.

The inquiry will examine three questions: whether the platforms' transit buys comply with existing advertising standards, how the ads are kept from riders under 21, and whether the language used — phrasing like 'trade the news' — constitutes financial marketing subject to additional disclosure rules.

"You cannot turn the 7 train into a trading floor and then claim it's just advertising," said Councilmember David Osei-Bonsu, whose committee will lead the hearings. "These platforms want the credibility of a public space without the responsibilities that come with it."

The platforms, for their part, maintain that event contracts are federally regulated products and that their advertising already carries required disclaimers. Executives from two platforms have been invited to testify; neither has confirmed attendance.

Hearings are scheduled to begin the second week of September. The committee said it will also review how other cities — including Chicago and Boston — have handled similar campaigns.
